Requests to Officials and Agencies
Update December 7, 2008. Below is my most recent email to the Alaska Department of Public Safety, requesting information. My keyboarding skills appear to have slipped a bit, and I now see a couple of typos or misplaced word(s). My spell checker doesn't always seem to work correctly either, but my request is clear, regardless.
|
| | Hello, Commissioner Masters: I have previously made two written requests for the following information to former Commissioner Monegan, and one each to the crime lab, and the DPS Webmaster. Nary a peep, so I now repeat. I was interviewed regarding the murder of Cindy Elrod, shortly after her death. I believe that it was in August of 1983, the exact date and time should be on file. I would like to receive a written transcript and a recording of the interview, and of the second time where I stopped by the Juneau AST office and gave a small bit of additional information, some time after that. Again, your office will have the exact dates, and participants of that exchange also. Juneau Attorney Paul H. Grant has an repeatedly, and pointedly. submitted in several legal documents now posted on my website, stating his objections to some information regarding Cindy Elrod's murder appearing on my website. I find that to be a remarkable, as if he were trying to suppress any revival of interest in her murder. You might also find his statements to be unusual, and wonder what his agenda is. One link is provided below, other references to Cindy Elrod can be found under various related sections of the story. the_beagle_brays (Cindy Elrod is referenced on page 5 and 6 of his legal document in that section) The documents or reports can be either emailed to me at paularoseimages@yahoo.com, or mailed to me at the following address: Paula Rose 6545 WIlbur Ave. #20 Reseda, CA 91335 I'm looking forward to reading your reply, and any opinions or statements which you might choose to make. So far, ADPS hasn't been cooperative, and many have noted. I don't see solving murders listed specifically on the AST page, nor is it listed as a Mission Statement. If crime solving is no longer a duty of your organization, please forward this email to the appropriate department. Your prompt response to my request would be appreciated. Sincerely, Paula M. Rose |

Update: September 13, 2008. Directly below is the posting I put on Craigslist.com which is a copy of the email I sent to Governor Palin on July 2, 2008. I did receive a generic reply from her staff within a reasonable time, and thought that the Governor would have made time to address my concerns. I waited until exactly one minute before she gave her VP Nominee acceptance speech before making this email public.
Note: I had a keyboard error, and the word "over" should have followed "cover."
If I have it all wrong, I'm open to hearing a reasonable explanation from any officials as to my possible misinterpretation of their non response.

I thought Governor Palin would have replied directly, (Alaska)

instead of sending the automated reply from staff. Read it for yourself. I believe that Governor Sarah Palin has plenty to clear up in Alaska, just from what I know. And AST has much to shovel out of their own nest. Do any readers recall the early 1980's murder in Juneau of Cindy Elrod? I can't get a reply from 1. AST/ADPS, 2. the Governor's Office, 3. or the Editor of the Juneau Empire.
A young woman was murdered in Juneau, and 25 years later (approx.) the shroud of silence is a cover her dead body. How open and transparent is that?

Subject: Dept. of Public Safety Issue for Governor Palin

Dear Governor Palin:
It has become apparent that my request for information from the Department of Public Safety regarding an interview session to which I was subjected, is being ignored. Have you any idea as to why? Copy of my email to the Commissioner is below; I also emailed the Crime Lab and the ADPS Webmaster separately, and previously.
I believe that it is customary and reasonable to expect some response to a specific and direct request from a publicly funded agency; especially when a murder was involved, and it is my own interview which I would like to review. For the Alaska Department of Public Safety to continue to be non-responsive to my written request is unacceptable, and is poor customer relations.
I've tossed this into the hat of the unusual, unfounded, and unacceptable behaviors, words, and actions of Eric Swanson (Admin. Services Director, Department of Administration) and Former Alaska State Trooper Anna Sanders, and came up with more than a whiff of Dead Fish. Considering the fact that Eric Swanson is my former husband, and Anna Sanders is my sister, I am taking the Big Picture View as just a tad suspicious, and perhaps interlinked.
I am currently in Washington, DC and will be promoting my story on The National Mall, with my signature style and flair, on July 4, 2008. I have a "Daily Items and Updates" section on my website which has generously given your office and subordinates the benefit of the doubt as to possible levels of involvement in what could be viewed as shady actions; by implying your overall cooperation, and that of Law Enforcement, in advance of any confirmation by anyone. I don't want to have to revise my opinion, or my website.
Obviously, it would be good public policy to have your office and the Alaska Department of Public Safety appear to be on the side of upholding the law, and cooperating in any way possible to solve what appears to be more than one big mystery.
If nothing else, the behaviors and lack of response to my questions by Eric Swanson, do not reflect well on him personally as a man, but are especially glaring when one considers that he is in a position to make in depth suggestions and recommendations to your appointed officials. I would have a bit of difficulty accepting recommendations from a man who is out of compliance himself on the personal matter of maintaining a court mandated visitation schedule of his own child, with her Mother. That is unusual behavior for Eric; as we've always had a very agreeable arrangement. And while I do believe that Anna Sanders had an admirable career as an Alaska State Trooper, her behaviors, words, and actions chronicled in my story might lead readers to question her judgment when she was a Trooper. I was proud of her when she finished the Academy, and attended her graduation. You can imagine my dismay to see her failed character, and unjustified behaviors now. Might it be time to have a review of her former professional actions? Perhaps.
Governor Palin, I'd like to believe that you and the Alaska Department of Public Safety are stepping forward into the deep and dark secrets of Douglas, Alaska and at least shaking out the What's and Who's.
I know that I can, and as my Dad used to say back in our home in Douglas in the 1960's "Corruption at the highest level." I didn't know what he was referring to then, but I certainly do now. It does appear that many others do also.
May I have some indication of your receipt of my emails, and a positive response?
If not, I shall post the emails on July 4, 2008 that I wrote to the Dept. of Public Safety, and to you as a part of my story "Frozen Fiefdom." I'd much rather leave them out of the public view and get to the bottom of who's zoomin' who.
You might want to have a browse through the links below, or start at the top with "The Dirty Lowdown" and read the entire site yourself. It will be either eyeopening, or jaw dropping, depending on what you already know.

Hello, Commissioner Monegan:
On the off chance that you have not yet received my email to you (repeated directly below) dated June 18, 2008; please review it, and compose a reply.
At first and second glance, it does appear that your department is unwilling to cooperate. Why would that be? I'm rather puzzled as to the lack of response from you or your staff; it is remarkably similar to so many others who are strangely silent when I asked them direct questions. I don't believe in coincidences, in general. Being a trained professional, you most likely don't believe in them either. I used to have a high regard of AST, until the words and actions of my sister, former Trooper Anna Sanders, demolished that respect. Now my skeptical eyebrows are raised; as if many events and actions could be interlinked. I'm looking forward to having your actions renew my faith in AST.
I will be on the road promoting my story in Washington, DC next week. It would be my pleasure to highlight the Alaska Department of Public Safety as being cooperative, and willing to either reopen, or to resume inquires into the murder of Cindy Elrod. There are many other incidences and activities that ADPS should probably be investigating and are chronicled in my story "Frozen Fiefdom" but I not yet certain who is doing the cover ups, and who actually did the crimes. Clearly, by the words of others, much is, and many might have.
I'd appreciate hearing back from you directly, in a timely manner. If not, I'll pass the word up the ladder until someone provides me with an acceptable answer.
Sincerely,
Paula M. Rose

Good Morning, Commissioner Monegan:
Would you please inquire as to which staffer is in charge of responding to my information request of June 5, 2008, and have them follow up?
Staff may have been confused by my last name, as the files on Cindy Elrod's murder will have me listed by my maiden name of Sanders. It was my error to not include my former name in my original request, and apparently no one has made the connection, or they have deliberately ignored my request.
Please email me a reply today acknowledging my information request, and stating whether or not the requested transcript or other information will be forthcoming.
To date, the lack of response to my previous request, my recollection of the post murder interview I had at AST in Juneau, and the negative words and actions of a former Alaska State Trooper, my sister, Anna Kathryn Sanders on an unrelated matter, aren't highlighting your organization in the most positive light. I'm doing my best to keep my opinion of law enforcement personnel elevated, and have indicated (in good faith) under the Daily Items and Updates section that ADPS/AST is cooperating. I don't plan to list this email or any information relayed to me by ADPS unless circumstances make that necessary. Let's keep the momentum moving up, and play on the same team for law and justice to be fully served. Cindy's murder is only a small part of the story, but it seems to have a possible link.

UPDATE: July 29, 2008. In the news today, Senator Stevens has been indicted on a few matters; with more than one Branch poking into the dealings of both Senator Stevens and Congressman Don Young. It's a handy explanation as to why neither of them answered my emails, but plenty of questions have been raised. What an ideal time for an Information Swap! I've heard that the Feds like to give a little to get a lot; an opportunity has dropped into the laps of the Alaska Representatives to play "Let's Make a Deal" by sharing old information to avoid current day jail time. Of course, it is entirely possible that both Stevens and Young have no idea what I'm referring to, but I am available to refresh their memories of those old time stories and dusty old rumors. Must be something to them, based on the actions of those I know and countless others. Or better yet; they could both look like heros by calling for a full investigation and starting the engine on the first backhoe.
UPDATE: July 27, 2008. In the spirit of equal opportunity and transparency; I sent an invitation to review and reply to my website content to Alaska Congressman Don Young. Both Don Young and Ted Stevens are highly positioned within the political world, and have served Alaskans for decades. If I know about certain things which happened in the Big Berg, right along with members of my family who also do; it is reasonable to think that our elected officials might have at least heard a passing whisper about them. If not, then it is logical to think that they might be more than curious as to hearing about them, and firing up a full investigation. Unless...

Dear Mr. Young:
Please have a review of my website, and share with me your opinion as to why certain government agencies would have such a firm interest in Alaska, and some of the residents, past and present. Beginning with the link directly below, you may find a few answers, or have plenty of questions rise within your mind.

UPDATE: July 22, 2008. Whoever said the phrase containing those magic words of "Ask, and you shall receive," certainly wasn't coming up empty handed as I am. What could it possibly be within the content of my emails throughout this story which so many folks, from so many different backgrounds, find to be objectionable, or which apparently leaves them speechless? And some mysterious affliction happens to descend over all parties, leaving them unable or unwilling to reply. Perhaps the CDC should be called in to review and assess this strange malady which began in Alaska, and has drifted all the way to Washington, DC, and to the Florida Keys?
How can so many unrelated people in various locations nationwide be experiencing the same inability to respond to simple and direct requests? And the full spectrum of the afflicted are represented within the pages of this story: My family members, former friends, and right up the ladder to appointed and elected officials. Sniff Sniff, I smell Dead Fish!
"Corruption at the highest level" as my Dad used to say. Looking like those words of Dad's might very well be true. I don't want to believe that, but I have failed to find a more reasonable explanation for all this high strangeness, involving so many and little ol' me. Common Link : Alaska. Speculation? Theories? WAGS? Have your say, and send it my way!
Directly below is the email that I sent to Senator Ted Stevens through his official website, and the confirmation of its receipt. I used the copy feature and cut and pasted them into my YAHOO email box. I am surprised that the Senator has chosen to not reply to me directly.

When I ask a question or make a request, I tend to be fairly specific and direct. Once again, I am a bit taken aback as to the lack of response from yet another publicly funded agency.
Below are two emails which I sent to the office of the Commissioner of the Alaska Department of Public Safety, addressing them directly to the Commissioner. No response from either the Crime Lab or the Webmaster has been received by me, and the Commissioner might have also been too busy to reply. I don't know what conclusions you might draw, but it appears to me that it would have been a good idea for the ADPS to send the standard, yet carefully worded line of "We are unable to fulfill your request." Looks like they and the CIA should be signing up for my class in "Public Relations: You Shouldn't Know, and We Won't Tell You" for how to properly respond to requests, when one doesn't care to.
How unusual that the CIA and the Alaska Department of Public Safety both have chosen to be non responsive to my emails about specific, yet unrelated emails. The words and actions of Former Alaska State Trooper Anna Sanders (my sister) are also highly suspicious and unfounded; in addition to all the other odd and unusual words and behaviors chronicled in this story by many who are from or are living in Alaska. Eric Swanson, my former husband, is a current employee of the State of Alaska, but not in law enforcement. His lack of response to me is of a personal nature, and not in an official capacity. HHHHMMMMmmmmmmm. The common link to all this mystery appears to be me. Gosh! Shor Nuf do be lookin' like little ol' Paula Marie Rose might know much about sumtin' that Nobody wants kept under the snow.
UPDATE: July 22, 2008. According to the Alaska Daily News, Commissioner Monegan is no longer in his position as Commissioner of ADPS as of July 11, 2008, as Governor Palin apparently chose to make a staff change. That doesn't explain why he didn't reply to my emails, but it does leave the door open for the next Commissioner to address my questions and to reply, once they have opened their new inbox.
